THE MINUTES OF FRANT PARISH COUNCIL PLANNING MEETING HELD AT FRANT MEMORIAL HALL ON MONDAY 1 SEPTEMBER 2008 AT 19:30
Present: Councillors Crookshank (Chairman), Gray, Hewes, Mrs Howell, Rowland and Mrs Scarborough.
1. TO
RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies received from Cllrs. Hall and Harris; reasons noted and accepted.
2. DECLARATIONS
OF INTEREST
None.
3. OPEN
FORUM
Owner of Woodside Lodge explained that the resubmitted application had taken
into account previous comments on the retention of the twin roof ridges. The
new design for the extension will complement the existing structure.
4. TO
MAKE RECOMMENDATIONS ABOUT PLANNING APPLICATIONS RECEIVED
It was resolved to respond to the planning applications as follows:
WD/2008/2182/F Woodside Lodge, Wadhurst Road – alterations and extensions
Frant Parish Council supports this revised application to extend Woodside Lodge. The design is considered to be in keeping with the existing dwelling and will improve the living accommodation.
WD/2008/2255/F Rushlye Oast, Bells Yew Green – summerhouse in rear garden.
The Parish Council has no objection in principle to the summerhouse. However, it is noted that a recent application for a summerhouse under a certificate of proposed use/development was refused as it exceeded the allowance under permitted development. The site plan appears to show the residential curtilage edged in red but not the extended land ownership of the field containing the garage; two large sheds are also thought to be on this land and should be reviewed for planning purposes.
5. To
note proposed changes to housing allocation for Wealden District Council
in the South East Plan
The Secretary of State has proposed increasing the number of new dwellings
to be built in Wealden by 2026 from 8000 to 11,000. The allocation for the
south of the district has increased by 2400 to support the economic development,
with the remaining 600 additional dwellings being absorbed in the rest of Wealden.
6. To
note decisions from Wealden District Council.
The following applications have been approved:
WD/2008/1564/F – covered pool and bedroom complex at Fawkeners, Ely Grange.
WD/2008/1480/F – car park at RSPB Broadwater Warren
WD/2008/1827/F – extensions and conservatory at 11 Rushlye Close, Bells
Yew Green
WD/2008/1574/F – loft conversion at 4 Church Lane, Frant
7. To
receive report from District Councillor
The Appeal for a wind turbine at Glyndebourne has been approved due to the
presence of existing man made structures in the vicinity. One year’s
data on the effect of the turbine has been requested.
Other planning matters
Comment that a large advertising board for the allotment show at Hawkenbury
had been placed on Frant Hill.
There being no further business the meeting closed at 19:55
